Building capasity to Develop and implement Social Assistance Policies

For ministry stuff and managers:
  • on their roles within the social assistance organisation;
  • on techniques to understand and use statistics effectively to develop policies;
  • on the UK and to Lithuania systems of social assistance benefits and services, within two study visits.


  • For trainers:
  • to develop and deliver training during the life of the project and beyond;
  • to establish the necessary structure and co-ordination to support ongoing training.


  • For local officers:
  • through a range of appropriate training modules.


  • For database managers:
  • on developing the required Management Information System;
  • on establishing a Human Resources database.


  • Team working
  • the working group, established with members from the MLSP, the social assistance field organisation and representatives of other ministries;
  • the Project Steering committee, supervising the project management.


  • Amending the social assistance legislation
  • Support to the drafting of the Social Assistance Framework Law.

    The Project will support the Government of Moldova’s initiatives expressed in the Economic Growth and Poverty Reduction Strategy to alleviate poverty and reduce social exclusion by developing a social assistance system which is accessible for all the vulnerable population groups. This could be achieved by building the capacities of the staff working in social assistance field from the Ministry of Labour and Social Protection and other Ministries.

    Working as a team together with our partners in the MLSP and involving representatives from other Ministries, using new techniques for developing evidence based policies and assessing their impact will contribute to achieving this objective, supporting our partners in the MLSP, provide advice on any revision to the legislation that supports social assistance, enhance the capacity of the Ministry of Labour and Social Protection and other ministries to evaluate policy options and to design social assistance strategies.
